I have discussed this with Martin Howard (Sec (0) (C)).
He says the paragraph on page 2 is only half the story. He will send us a copy of their record. Sir M Quinlan also said that MOD Ministers had signed up to wanting to get some real cash benefit out of the arrangements (ie. better than 65 (35) and could be hard to sway. Howard also says that since the meeting with the Governor the PUS has hardened his stand. The PUS will reply early in the New Year. The reply will be cleared with Ministers.
