the Joint Declaration or the associated Exchange of
Memoranda. The British Memorandum refers only to the
situation on and after 1 July 1997. It does not
preclude the grant of British citizenship to any person in Hong Kong before that date.
We are doing everything we can to convince the
Chinese Government that the sole purpose of our Nationality
package is to maintain the stability and prosperity of
Hong Kong, not to undermine it, and that we are not seeking to perpetuate British influence after 1997.
I hope you
will use your own excellent contacts with the Chinese
authorities to reinforce that message.
