1. As I mentioned at your meeting on 15 October, it will soon be time to review the fulfilment of the work programme set out by Mr
23Figgis in his minute to you of 3 May, as modified by subsequent
requirements. Mr Figgis will wish to consult you shortly about this
and to discuss priority subjects for the year beginning November
1990 and items of responsive work to be undertaken for your department in the same period. At this stage you may find it useful to have the following summary of the present position as I see it, together with some thoughts on future priorities.
2. As regards the items of responsive work listed in para 4 of Mr
Figgis' minute under reference, the first, ie "Possible Chinese
counter-measures against the British Nationality Package" (rated
priority A) was completed and issued in June. The second, ie
"Lessons for future policy derived from an analysis of current
difficulties in negotiations with China" (priority B) has not yet
been started because of other work of higher priority principally
the paper described in para 3 below.
