I share your high opinion of the paper. refreshing fusion of realism and optimism

It is indeed a although I raised
an eyebrow at the optimistic assertion that "Hong Kong's economy retains a vitality that leaves little doubt that per capita income in the year 2000 will exceed British per capita income"!
Andrew Burns has seen the paper and I am submitting it to Lord Caithness, with the suggestion that it should be in his briefing pack for his forthcoming visit.
