As you know, one of the persistent criticisms of the approach to the negotiations in 1982 is that we should never have tried to tackle the matter so early. Someone has recently suggested to me that in fact we left the Prime Minister's response to

Hua Guofeng's invitation to her to visit China very late, and much later than the other European Heads of Government whom he invited. If this is true it is perhaps a useful point. Would it be possible to check which countries Hua Guofeng visited during his 1979 tour and when the Heads of Government of them reciprocated with a return visit to China? I do recall that one of the considerations when we were thinking about the wisdom of the Prime Minister's visit was whether or not we could afford to get so far behind our friends and allies in developing our relationship with China.
