I have just been reading an interesting paper by
Dr William Overholt) called "Hong Kong and China: the Real Issues" Overholt is an American who has worked here for Bankers Trust Securities since 1985. Before joining Bankers Trust he was with the Hudson Institute think tank and used to edit a semi-annual called Global Assessment, which he founded together with Zbig Brzezinski in 1976.
Overholt's study is refreshingly upbeat but not simply seen through rose tinted spectacles. He makes some telling, but accurate, points of criticism.
I commend this paper to you. I think both
Andrew Burns and Lord Caithness would also find it valuable reading. Indeed, it could well be used as briefing material for high profile visitors who are also likely to talk to the media, eg senior politicians.
I am also attaching a letter to Dr Overholt, in which I have picked him up on a couple of points where he has been more critical of the Government than justifiable, by not doing sufficient homework.
