Dear Mr Lobervi,
Thank you for your letter of 10 November about your work on Hong Kong. I understand that you have also written to the Foreign Secretary and that you have been in correspondence with Alan Paul in Hong Kong Department and Ken Walker in Research and Analysis Department here about your project.
I am afraid that the Foreign Secretary's other commitments during the period in question will make it impossible for him to see you.
I would, however, be happy to meet you for an hour or so during your stay in London, although I should make clear that our talk would have to be conducted on a strictly non-attributable basis, as you suggest in the final paragraph of your letter. Perhaps you could contact my Personal Assistant on 071-270-2158 shortly before your arrival to arrange a suitable time?
I think that such a meeting should be sufficient to cover the questions you wish to discuss. I hope you will be willing to forego separate meetings with Messrs Paul and Walker.
