Some months ago you sent us a copy of a letter to David Wilson about a conversation with Ross Munro of the Foreign Policy Research Institute in Philadelphia who was doing some research about the 1979 initiative on land leases.
In case you have not seen it I thought you might like to have the enclosed copy of the resulting article which appeared in the December 1990 edition of the US publication "Commentary." I have not yet studied the article properly but the thrust of Munro's thesis is that the Foreign Office made a major mistake in 1979 in raising, and then pressing the land leases proposal. You will see that various comments are attributed to you.
