Before committing ourselves to this idea and to Bim Davies carrying it out, I should like to know that

I you see no objection from the FCO point of view. envisage him having access to all the papers we hold here, in the same way that Tony had access to the papers held in London. Our papers include FCO telegrams in the same way that the FCO papers include Hong Kong telegrams and eg ExCo minutes.

Could you please confirm that the guardians of the papers at the London end have no objection to this idea. A telegram would be helpful so that I can get on with it.
