1. The statement contained in Mr January's minute to you of 19 January suits us well for Gibraltar. We would suggest only that the second sentence should read:
"We are prepared to consider the granting of independence in cases where Treaty obligations permit, where it is practicable to do so and where independence is the clearly expressed wish of the inhabitants."
