SOCIETY OF CONSERVATIVE LAWYERS: SPEAKING ENGAGEMENT ON 21 MAY
1. Mr Maude has accepted an invitation to speak on a Hong Kong theme
at the Society of Conservative Lawyers dinner at the House of
Commons on 21 May. As requested in your minute of 23 April, I
submit a preliminary outline for this speech and a draft press
release as the basis for discussion at Mr Maude's meeting at 1145 on 30 April.
2. The outline speech develops the theme that the Joint Declaration
provides for a high degree of autonomy and for the continuation of
Hong Kong's way of life for 50 years; and that the Chinese have
never broken an international agreement. It also focusses on one or
two Basic Law themes which might be of particular interest to a
legal audience. It is for consideration whether Mr Maude wishes to
give his theme a legal spin or to set it in a more political context
such as the debate on the Nationality Bill.
