HISTORY OF THE NEGOTIATIONS ON THE FUTURE OF HONG KONG: SECURITY
CLEARANCE FOR MR BIM DAVIES
1. You will recall that we spoke a few weeks ago about the
Governor's wish to commission an account of the 1982-84 negotiations
from Mr Bim Davies, a retired Hong Kong Government official. I
attach a self-explanatory letter from the Governor enclosing the necessary application form for Mr Davies' security clearance. should be grateful if you could now arrange for the vetting
procedures to be completed as soon as possible.
2. We see no objection to allowing Mr Davies to read

Mr Galsworthy's study when he comes to London in July (assuming his
security clearance has been obtained by then). But as the study is
classified confidential, we assume that he would have to do so on
FCO premises. There is a copy of the study in Hong Kong Department.
