When I was in Hong Kong last, Stanley Ho drew my attention to a dream of his which is to get a UN Agency, based in Hong Kong, which would have great therapeutic influence on current lack of confidence in that area. You may already have been involved in this suggestion, but it does merit, I think, serious consideration which the Chinese might find useful, particularly as it would earn foreign exchange! Is this something which could be pursued, as to my mind, any positive step to instil confidence should be explored?
