Action Checklist

Thank you for your

letter of 31 October 1989 which I found lying on my desk when I returned from a meeting with UK Rep JLG Hong Kong on the Action Checklist! At that meeting, we identified a handful of items which are likely to be ready for discussion in the JLG in 1990/1, but a conclusive view can only be reached after consulting relevant policy branches: such consultation would be done in the context of inviting contributions to the 10th edition of the Checklist. Meanwhile, we have sought the views of relevant branches and departments on the specific points raised in your letter; the outcome is set out below.

I agree that one of the areas which we should look at urgently is the referral of appointments, promotions, etc. to the Secretary of State. We have just completed an internal review on this and shall forward our recommendations to you in due course.

Regarding your para. 3(a), you may wish to learn that in view of the relevance of certain Basic Law

provisions (e.g. Article 100), the Secretary for Constitutional Affairs has agreed to consider specific actions to be put in hand once the Basic Law is promulgated.

On coin and stamp designs, we consider that changes made too far ahead of 1997 may cause unnecessary unease among the Hong Kong public. The same consideration also applies to public holidays. Whilst we appreciate your point about the cumulative effect of these changes, we feel that the action timeframe is better dictated by a practical assessment of the lead time required to agree and implement the changes. Moreover, we would not wish to take the initiative in proposing changes on areas where changes may not be necessary and where we have no strong interest, such as names of streets and public buildings.
