Inclusion of an item in the tentative programme does not imply that consultation between the Chinese and British sides is required in accordance with the agreed principles for consultation. In come cases the need for such consultation obviously does exist. In other cases the question whether such consultation is necessary can be answered only when drafting instructions have been prepared local legislation to replace UK enactments. This reservation does not detract from the illustrative value of the list because the work done SO far by HKG on localisation of laws indicates that most laws to be localised fall within one Or other of the principles agreed for localisation.

The programme includes items on which consultation is required but has not started or has not been completed or for which drafting instructions have not been issued.

The programme does not include the following areas of law: Reciprocal Enforcement of Judgments, Merchant Shipping miscellaneous (e.g. Liner Conferences, Wreck & Salvage, Lighthouses), Carriage of Goods by Sea, Coin age, Repatriation of Prisoners, Aviation Security and Official Secrets, The programme has been prepared for internal use in HKG and we intend to refine and amplify it in future.
