No additional implications arise from the first draft of the Basic Law. As far as language of instruction is concerned, secondary schools have been invited to make greater use of Chinese as the medium of instruction. Schools which do so are given extra resources to maintain standards of English.
Proposals for ensuring a good standard of language use in classrooms (i.e. either English or Chinese rather than a
mixture) are being considered.
A Language Research and Development Fund is being planned, to enable research into language planning needs.
