Agreement reached with Chinese is that before 1997 ships on the register would fly two flags from the stern. The upper one would be the red ensign: the lower flag would be either the existing HK flag or, once. agreement between the Chinese and British sides has been reached on its design and use, a new regional flag. After 1997, ships would fly the Chinese flag plus the HK regional flag. The Steering Group in its report of October 1989 recommended that before 1 July 1997, the HK flag should be flown as the lower flag. After 1997, the HKSAR regional flag will be flown.
