1. Lord Caithness has seen your submission of 23 August, recommending that he should receive Guo Fengmin in the margins of the forthcoming JLG. He thinks this is a good idea; could you please now make arrangements to set up the call?

Lord Caithness has also commented that, from other papers he has seen, it looks as if the JLG will not be particularly dramatic. He has asked (not yet having seen the separate recommendation that the Prime Minister should send a message to Li Peng) how the Gulf crisis might help us to lever China and the West closer together.
