appointment, the engagement was transferred to his diary. Given the recent improvement in bilateral relations and the prospects for reasonable progress at this JLG, it is all the more important that the precedent of Ministerial involvement
should be maintained.

The draft guest list is similar to that on previous occasions, and reflects our practice of keeping the dinner a largely in-house affair, together with the Hong Kong Commissioner in London and the Chinese Ambassador and
Counsellor.
5. We have booked Lancaster House for the occasion.
Minister is content we will finalise the arrangements.
