ALL NEED TO WORK ON CLASSIFIED MATERIAL. THERE SEEMS LITTLE
LIKELIHOOD OF ANY INCREASED REQUIREMENT AT THE MOMENT THOUGH THE POTENTIAL NEED MEANS WE WOULD WANT ONLY TO OFFER YEARLY LEASES WITH
EFFECTIVE BREAK CLAUSES.
4. THE SIMPLEST SOLUTION FOR REHOUSING THESE OFFICERS WOULD BE TO USE ROOMS 301 AND 302 WHICH ARE SITUATED BEHIND THE RECEPTIONIST'S COUNTER AND ARE NOT IN THE CONFIDENTIAL AREA. IT WOULD BE SIMPLEST TO USE THEM AS THEY ARE AT PRESENT WITH ACCESS FROM THE CORRIDOR BEHIND THE RECEPTIONIST'S OFFICE. HOWEVER, I SUSPECT THAT SECURITY DEPARTMENT WOULD OBJECT TO THIS, EVEN THOUGH THE OFFICES DO HAVE SECURITY LOCKS. IT WOULD BE HELPFUL IF THEY COULD COMMENT ON THIS ASPECT. ALTERNATIVELY, I WOULD HAVE THOUGHT IT FAIRLY SIMPLE TO MAKE A NEW DOOR INTO THESE OFFICES OPENING FROM THE SPACE AT THE BOTTOM OF THE STAIRCASE, THAT IS WITHIN THE CONFIDENTIAL AREA. A CONNECTING DOOR BETWEEN THE OFFICES WOULD ALSO BE NECESSARY FOR ACCESS TO THE FURTHER ONE. IF THE EXISTING BLINDS WERE THEN USED ON THE GLASS INTERIOR WALLS AND THE DOORS KEPT LOCKED THEY COULD FORM PART OF THE CONFIDENTIAL AREA WITHOUT TOO MUCH EXPENSE. CERTAINLY IF WE DO NOT USE THEM IN THIS WAY THEY WILL CONTINUE TO BE WASTED SPACE AS WE HAVE LITTLE NEED FOR UNCLASSIFIED WORKING SPACE.

IF THE FULL-TIME USE OF THESE OFFICES FOR CONFIDENTIAL WORK IS UNACCEPTABLE, COULD AN EXCEPTION BE MADE FOR TEMPORARY USE BY THE BTC STAFF FOR READING CLASSIFIED MATERIAL?
6. IF OUR SECOND SECRETARY CANNOT BE LOCATED IN 301 OR 302, HE WILL NEED TO MOVE TO THE PRESENT CONFERENCE ROOM. WE NEED TO RETAIN THIS FACILITY BUT IT WOULD PROBABLY BE POSSIBLE FOR THE ROOM TO DOUBLE
AS AN OFFICE FOR THE SECOND SECRETARY. THIS WOULD REQUIRE PROVISION
OF A DESK AND TELEPHONE (THERE ARE CURRENTLY NO SOCKETS IN THE
ROOM) BUT SHOULD BE MANAGEABLE.
SECURITY
7. IN ADDITION TO THE SECURITY CONSIDERATIONS IN PARA 4 ABOVE, SECURITY DEPARTMENT WILL ALSO WISH TO CONSIDER THE WIDER SECURITY IMPLICATIONS. WE WOULD BE HOUSING ANOTHER OFFICE, ALBEIT A FRIENDLY ONE, DIRECTLY BENEATH OUR SECURE ZONE. THERE IS OF COURSE ALREADY SUCH AN OFFICE ON THE FIFTH FLOOR, BUT THERE MAY BE NEW PROBLEMS. WE WOULD NEED ALSO TO REMOVE THE IDS SYSTEM CURRENTLY INSTALLED IN THE CORRIDOR IN QUESTION. WHEN THIS WAS DONE, THERE WOULD BE IMPLICATIONS FOR THE DOOR CURRENTLY PROTECTED BY SECURITY LOCK AND CARD-KEY SYSTEM WHICH PREVENTS THE LE RECEPTIONIST FROM ACCESS TO
