FUTURE OF THE JLG
11. The JLG is to remain in being till the year 2000. In our Report on the BTC where we consider the staffing of the future British Consulate- General (Annex A to Section 1 (Overall Assessment)) we have proposed that the Consul-Ġeneral also be the Senior Representative UKRep JLG. The JLG Office will be in the Consulate-General. The Deputy Consul-General would have a JLG function but the brunt of the JLG work would be borne by the DS5 Head of Political Section. This 'dual function' approach could, however, founder in terms of Annex II of the Sino-British Joint Declaration. This states that "The Members and supporting staff of the JLG shall only conduct activities within the scope of the functions of the JLG".
