UKREP JLG POST OBJECTIVES: FOR 1990
Long Term
1. To fulfil British obligations under Annex II of the Sino- British Joint Declaration on Hong Kong, and to ensure Chinese compliance with its terms.
2. To provide advice on JLG business and policy on future of Hong Kong.
3. To liaise with the Hong Kong Government to ensure harmony of policy and action on JLG business.

To brief the local press and Consulates as appropriate.
To report on internal political developments in Hong Kong.
Short Term (3 months)
1.
To establish a schedule of at least fortnightly meetings with the Chinese JLG Office at Senior Representative level, while maintaining the weekly business meeting.
2. In consultation with HKG to review and revise the list of outstanding topics to be covered by the JLG.
3. On this basis to compile a detailed work-plan agreed with HKG for 1990 as a whole.
4. To persuade the Chinese to speed up decisions on routine business.
5.
To establish a broader range of contacts to enable a political reporting function to be developed.
6. To formulate recommendations on the most efficient use of existing excess office space.
7. To implement the agreed recommendations of the 1989 security inspection.
