6. The BTC handle JLG Management matters, including the Local Budget. There is a proposal at Post, which we endorse, for a JLG representative to be on the Post Management Committee in the BTC. Both the BTC and UKRep JLG need to preserve their separate identities in the approach to 1997. But this should not inhibit the closest coordination between them to achieve improved VFM. Specific proposals are contained in our Report, some JLG/BTC initiatives.

We were not given separate costings for the JLG. If 10% savings had to be made the choice would be between deleting the DS4 Post, saving Pounds 176,732 on 1989/90 costings, or that of the DS7, Pounds 101,238, which would depend on the circumstances at the time.

The effect of our staffing recommendations on the JLG would be to make a saving of Pounds 23,000. This excludes our recommendation that the DS10 JLG Registrar should spend 50% of his/her time at the BTC.

The cost of our Inspection of Hong Kong (BTC, JLG and China Trade Unit) was Pounds 16,000, which includes basic staff costs, subsistence, and a proportion of the Inspection round's travel costs.
