Under the same reservations as those formulated by the other Governments and inserted in Arţi- cle 6 of the Protocol, the Royal Government understands that Article 22 of the Convention confers the right to have recourse to procedure provided for in this Article questions of a general nature solely on High Contracting Parties, private persons being only entitled to appeal to their own judicial authorities in case any dispute arises with the authorities of the Kingdom.
