As mentioned in previous correspondence, UK Customs has no involvement in Hong Kong's application of these Conventions. have no comments on the proposed drafting papers attached to your letter.
Although not directly relevant to this correspondence, you may wish to know that the Customs Co-operation Council have recently drawn up a Convention on Temporary Admission. This includes the provisions covered by the above Conventions.
