OPEN SKIES: AREA OF APPLICATION
Problem
1. Should the UK extend a prospective Open Skies regime to all UK sovereign territory which would fall within the proposed geographical scope envisaged of participants' territory in North America, Asia and Europe?
Recommendation
2. I recommend that we should seek to extend the regime to as much UK territory as possible, excluding Hong Kong and Southern
Hemisphere territories but agreeing to the inclusion of the Caribbean territories if other Allies are including territory in that region and to all European territory. Hong Kong Dept and WIAD
