The Secretary of State has seen and agreed your submission of 26 February. His reaction to the inclusion of Gibraltar is that it should be included in the area of
application, but that we should have a word with the Spaniards first to try to ensure that we run no risk of an Anglo/Spanish argument under the gaze of other allies. He would be grateful if action could be taken with the Spaniards.
