Plese refer to your submission dated 26 February on the area of application of 'Open Skids' I note Mr Goulden's comment that :

"We would also need to reassure the Caribbean dependencies that, in the unlikely event of someone wanting to overfly them, we would if necessary bear the burden of the administrative arrangements".

I am not exactly sure what Mr Goulden means, but we must ensure that the local Caribbean DT governments are consulted on all overflight requests, which can be handled, I suggest, in the normal way. Most of our Caribbean DTS are on drugs trafficking routes and their air space is carefully monitored by dedicated radar systems, surveillance aircraft etc. Unreported flights are immediately considered to be drugs traffickers aircraft and action is taken thereon.
