ASIA AND PACIFIC PLANT PROTECTION COMMISSION (APPPC)

It was agreed last year that UK participation in the activities of the Commission was no longer warranted, but that future meetings would be attended by representatives from Hong Kong Government.

2. The FAO Council, at its 84th Session (November 1983), approved amendments to the Plant Protection Agreement for this region, which would introduce mandatory contributions for the contracting governments. Based on suggestions from the 13th Session of APPPC, this would involve a contribution from the UK of US$5,000 pa.

3. Since UK membership of APPPC is solely to safeguard Hong Kong's interests, it is felt that this should not come from ODA funds.

4. It is not clear to me whether or not the amendments relating to mandatory contributions to APPPC have been agreed by us. Can you clarify the position please. I presume either HKG or FCO would be responsible for making any agreed payments.
