PLANT PROTECTION AGREEMENT FOR THE ASIA AND PACIFIC REGION

AMENDMENT TO ARTICLE I(a)

Draft Resolution

The Regional Conference for Asia and the Pacific, on the occasion of its Twentieth Session in Beijing:

Considering the Plant Protection Agreement for the Asia and Pacific

Region approved by the FAO Council in November 1955 under

Article XIV of the FAO Constitution;

Considering the amendment to Article I(a) extending the geographical scope of the Region covered by the Agreement to include the People's Republic of China, approved by the FAO Council at its Eighty-fourth

Session in November 1983;

Considering that the People's Republic of China has been

participating in the work of the Asia and Pacific Plant Protection

Commission in an observer capacity since 1983 and has expressed the desire on several occasions to become a member of the Agreement;

Considering that the amendment which allows China to become a member

of the Agreement has not yet been accepted by two-thirds of the Contracting Governments to the Agreement and, thus, has not yet come

into force;

Considering that the FAO Conference, at its Twenty-fifth Session in

November 1989 "urged that Member Nations concerned accept the

amendments to paragraph (a), Article 1 of the Plant Protection

Agreement for the Asia and Pacific region, relating to the definition of the region, approved by the Council in November 1983,

in order to bring these amendments into force as soon as possible";
