The Director-General wishes to draw the attention of Contracting Governments to the procedure governing the entry into force of amendments to the Agreement laid down in para- graphs 4 and 5 of Article IX of the Agreement, the relevant passages of which read as follows:

Any such amendment of this Agreement, approved by the Council of the Organization, shall come into force with respect to all Contracting Governments as from the thirtieth day after acceptance by two-thirds of the Contracting Governments.
The instruments of acceptance of amendments shall be deposited with the Director-General of the Organization. The effective date of acceptance shall be the date of such deposit. ..
Once the number of instruments of acceptance of the amendment to Article I(a) of the Agreement, required under Article IX.4 quoted above have been received by the Director-General, the amendment will enter into force with respect to all Contracting Governments and will be registered with the Secretariat of the United Nations in conformity with Article 2 of the Regulations to give effect to Article 102 of the Charter of the United Nations.
At present, 24 States are parties to the Agreement. Therefore, 16 instruments of acceptance are necessary for the entry into force of the amendment with respect to all Contracting Governments.
