In Pakistan, technical assistance further consolidated the improvement of fertilizer handling and distribution. A group-country project was operational in Indonesia, Nepal and Sri Lanka and extended to Bhutan and Thailand, to assist in the training of fertilizer and related input retailers in the cooperative and private sectors. More than 250 training and refresher courses were held for more than 7 000 participants.

Project support continued to the Fertilizer Advisory, Development and Information Network for Asia and the Pacific (FADINAP) and intensive use was made of training facilities provided by the Fertilizer Association of India (FAI), which also hosted the first Regional workshop of the Sulphur Field Network for Asian Countries.

Water Development and Management

Under TCDC activities FAO conducted 10 country studies on water lifting devices. The results of these were discussed at an expert consultation which led to the establishment of the Asian Network on Water Lifting Devices for Irrigation.

An expert consultation on Water Users Associations was organized, attended by participants from 12 countries The consultation resulted in recommendations for improved irrigation water utilization through farmers' participation in on-farm irrigation management with group action being seen as essential. A regional TCP project was initiated on training for improved irrigation management focusing on farmers' participation.

Assistance was provided to Bangladesh for training in irrigation management, drainage and flood control. China was assisted in the development of new irrigation water-saving techniques in arid areas and direct support was provided in the development of agricultural production in irrigated tracts of WFP-assisted projects. Assistance to Pakistan resulted in the introduction of innovative drip irrigation techniques and water lifting devices, while a pilot polder was developed in the Red River Delta of Viet Nam.

Assistance to the agricultural development of small island countries resulted in the introduction of soil and water conservation techniques for taro production and improved irrigation and drainage development in the Cook Islands and Fiji.

Conservation and Reclamation

TCDC activities focused on a regional soil conservation project under UNDP funding which became operational at the end of 1988. A main aim of the project is to promote an Asian Soil Conservation Network (ASOCON) which will encompass cooperative applied research activities and action learning programmes initially in China, Indonesia, Malaysia, Philippines, Papua New Guinea and Thailand.
