1.
In a minute to Mr Cannon of 14 February 1990, and a
Mc subsequent minute of 20 April to Sambridge (Plant Health Division, MAFF) copied to you, I explained that ODA have no continued interest in membership of the Commission.
2. I have just received a minute from Mr Sambridge saying that as far as MAFF is concerned, membership is no longer necessary. I enclose a copy for your information.
3. As I explained in my previous minutes referred to above, amendments to the Plant Protection Agreement which would require the UK to pay an annual contribution of US$5000 to the Commission have been proposed.
These are unlikely to come into force in the near future. However since continued membership of the Commisison is entirely for the benefit of Hong Kong, I should appreciate receiving an undertaking from Hong Kong that it will meet the costs of continued membership.
