OPEN SKIES: TERRITORIAL APPLICABILITY
1. We intend to apply the Open Skies regime to the following
dependent territories;

Gibraltar, Cyprus Soverign Base Areas, Ascension Island,
British Indian Ocean Territory, Bermuda, Anguilla, British
Virgin Islands, Cayman Islands, Montserrat, St Helena and
Dependencies, Turks and Caicos Islands, Belize.
This list is primarily for your information, but may be shown on an informal basis to other delegations. We should prefer any official text to maintain a more general formula on the lines produced by Legal Advisers (MacLeod's minute of 16 March) but
amended to take account of the exclusion of Hong Kong and the
Falkland Islands:
