1. I have discussed with Mr Gorham (Head of WIAD) our telephone conversation last week. We should like to take you up on your very helpful proposal that once the FCO has been notified of the signature of a convention, NTD should automatically minute the lead FCO department in order to draw their attention to the implications for the DTS of ratification. This process would certainly help alleviate the problems to which Mr Wood's minute of 18 June drew attention.
2. On the broader front, we propose to proceed with a general circular issued by the PUS to all members of the service explaining the work of administering the DTs.
