1. I enclose a copy of a letter from ODA and attached papers which I have been asked to forward to Hong Kong.
As you will see from Mr Athayde's letter we need to obtain HKG's agreement to the conditions outlined in the Memorandum of Responsibilities in order that we can notify FAO through our Permanent Representative in Rome.
