The appended note from FAO refers. Please pass a copy to Hong Kong.
The amendment to Article I (a) of the Agreement has now come into force and so China will presumably take part in APPPC activities.
You may wish to consider whether Hong Kong should ratify this amendment also, if only for form's sake.
