ADHESION TO INTERNATIONAL AGREEMENTS
In your letter of 30 November you raise the question of Hong Kong filing Differences to ICAO standards.
This is a nice point but I think I would argue:
(a)
(b)
that by definition filing a "Difference" means that Hong Kong is not expanding its international obligations! and
that in any case such action is normally taken on purely technical grounds (although I suppose some parts of Annex 9 e.g.
visa requirements are arguably political in nature) and could be revoked at any time after 1997 by merely informing ICAO of the change.
