PROPOSED EXTENSION OF THE OUTER SPACE ACT 1986 TO HONG KONG
1.
In his letter of 20 June to Miss Usher (HKD) Mr Ying (HK Govt) sought clarification of the status of the PRC vis-a-vis the UN Treaties on Outer Space.
2. After checking with our Treaty Section I can confirm that the PRC has acceded to the four Treaties to which the UK is also a party as follows:
(1) Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies (referred to as the Outer Space Treaty) acceded 12 January 1984;

(2) Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space (referred to as the Agreement on Assistance) 20 December 1988;

(3) Convention on International Liability for Damage Caused by Space Objects (referred to as the Liability Convention) acceded 20 December 1988;
(4) Convention on Registration of Objects Launched into Outer Space (referred to as the Registration Convention) acceded 12 December 1988:
3. I have written to Mr Milne (BNSC) seeking clarification as to whether the Outer Space Act 1986 also implements other international agreements, the point raised in para 4 of Ying's letter. I will write again when I receive an answer.
