The Governor may appoint such public officer as he thinks fit to be the Space Objects Authority for the purpose of this Ordinance.
A person to whom this Ordinance applies shall not, subject to the provisions in sections 7 and 8 below, carry on an activity mentioned in section 4 above except under the authority of a licence granted by the Governor in Council.
