6. I have made minimal changes to the sections of the Act dealing with enforcement and offences (Sections 9 and 12). Hong Kong should check that these provisions are consistent with their criminal law and inform us whether any further modifications are needed.
7. Finally, the coming into force date has been left blank. I shall, of course, need to know what date should be inserted here before the Order is sent to the Privy Council.
