ASIA SATELLITE TELECOMMUNICATIONS CO LTD: DRAFT LICENCE
I attach for your consideration a draft Licence in respect of Asiasat. The draft is based on the BSB Licence, amended as appropriate and in particular to take account of the exceptions and modifications which apply in respect of the extension of the Outer Space Act 1986 to Hong Kong. I have the following comments to make on these amendments.

The Licence the amendments here relate to the Order extending the Act to Hong Kong and the modification to Section 3 making the Governor the licensing authority.
I have taken the company's registration number from the certificate attached to the copy of the company accounts which Roger Close sent to me. I suggest that you get confirmation from Hong Kong that the details are correct and that the formulation accords with Hong Kong practice.
3 Condition 1 - the revocation power under Section 6(2) is vested in the Governor. In view of the time scale, you may feel that Condition 1.2 is unnecessary, which is why I have put it in square brackets. If you wish to retain it, perhaps you would suggest an appropriate date to be inserted.

Condition 2 as with the Surrey Licences, I have separated out the activities notified by Asiasat in paragraph 7 of the Application Form from any other activities which may subsequently be authorised.
Looking at the supplementary technical information supplied by Asiasat, it would seem that the Satellite Control Facility (SCF) which Asiasat is having installed and commissioned by Hughes Aircraft Co in Hong Kong will be supplemented by Intelsat facilities in a number of locations outside Hong Kong and by Hughes' own facilities in the USA. The implication is that, whilst Hughes will be installing and commissioning the
