LICENCE UNDER THE OUTER SPACE ACT FOR ASIA

I attach a copy of our first draft of the licence for the Asiasat consortium. Also attached is a copy of the covering note produced by our legal advisor which raises some issues on which it would be helpful to have advice from the Hong Kong authorities before reaching a final decision. I should be grateful if you could let me have your comments as soon as possible.
