(k) Condition 8.1. The draft has both "the Secretary of
State" and "the Governor" in square brackets in three
places. We prefer to retain "the Governor" only. In
practice, we would of course consult with BNSC on these
matters.

Condition 8.2. We accept that in the first two lines of
this condition it would not be appropriate to delete the
reference to "the Secretary of State". As far as the
end of the condition is concerned, we prefer the second
suggested form of wording, but with "them" replaced by
"the Governor" Accordingly, the condition would read

as follows: "The Licensee shall ensure that the
Secretary of State and the Governor are named insured in
any such policy of insurance or their interests are
secured in a manner which is satisfactory to the
