All such changes and modifications affecting the interface compatibility between the Spacecraft and Launch Vehicle both Parties shall have no effect unless approved by with written agreement.

This Annex I only functions as a guiding document technical cooperation of both parties for the mission. An Interface Control Document (ICD) shall be generated and approved by both Parties later on the basis of this level Annex and shall constitute the official working document between launch services.
