under the Convention, which cover such things as
orbital position and radio frequencies. However,
there is at present no legislation in Hong Kong
providing any mechanism whereby AsiaSat can be
required to comply with the technical standards
set by the Radio Regulations.
The UK is a party to a number of international
conventions on space objects, e.g. the Convention
on International Liability for Damage Caused by
Space Objects. The UK has implemented these
conventions through the U K Outer Space Act
1986. However, the UK Act does not apply to
companies incorporated under Hong Kong law.
Hence, under current arrangements, AsiaSat has no
obligation, for example, similar to that provided
under Section 10 (1) of the UK Outer Space Act, to
indemnify the UK Government against the claims of
other states for damages.

Under Section 2 (3) of the UK Act it would be
possible to extend the Act's application to Hong Kong
companies by an Order in Council made by Her Majesty.
However, because of the approach of 1997, this would only be
a short term solution because the Act would have no effect in
Hong Kong post-1997. A process of localisation (i.e.
replacing the UK Act with local legislation) is required in
