1. Thanks for your fax of 22 June 1990. I am very pleased with the programme arranged for me, and I have kept Wednesday 11 July clear for the meetings. The only thing I would ask is that appointments be made as well with members of Legco and Exco, at a senior level if possible, given my parliamentary connection and the fact that I do believe that, if successful, this visit could be the start of a useful project.

2. I attach my FileNote concerning the visit. It should give an idea of some of the things I am interested in.

3. As for background, I am a barrister of Lincoln's Inn and Gray's Inn, the Legal Adviser to the all-party Parliamentary Human Rights Group, a Governor of the British Institute of Human Rights, and a consultant to the Royal Institute of Public Administration (RIPA). In the past, I have been a member of legal delegations to the USSR, Poland and China, and wrote reports on human rights and the law following vists to South Africa, Iran, South Korea and the USA. I was an election observer in Zimbabwe in 1985. Based on the above, I have a contract with RIPA to design various training courses for parliamentarians, government officials and others from (if possible) Eastern Europe, the USSR, China, Hongkong and South Africa. The courses are in an early stage of preparation (hence this visit), and are on:

* Reform and Administrative Fairness

* Establishing a Workable Rule of Law

* Corruption and the Law

* The Relationship between Political and Economic Reform (for politicans and administrators from new and emerging

democracies)

* The Relationship between Law and Administration

* Government in Transition
