Professor Zhang Zhilian of Peking University has
been down here for the last ten days. He returns to Peking today. He stayed with us from 22 to 25 January and then with various friends and relations.
I had a number of talks with him while he was here, including about an hour alone last night as a "wrap up" to his visit. He also met separately Tony Galsworthy and William Ehrman. In addition I arranged for him to meet Maria Tam to talk about the Basic Law and attempted, not successfully, to arrange meetings with Wang Po-yan and Vincent Lo.
Zhang Zhilian made it clear that he would pass on to others in Peking views that he collected in Hong Kong without being specific about who his Peking interlocutors would be.
In my conversations with him, I have tried to make sure that he goes back with the right sort of messages.
These include the important
role a successful Hong Kong can play in the modernisation of China; our wish to make a success of the 1984 arrangements; my understanding, even though I find them exaggerated, of some of the anxieties in Peking about "subversion" and determination, while preserving the rule of law for Hong Kong people, not to allow the KMT and outsiders to make use of Hong Kong as a platform for attacking China; and my hope that sensible people in Peking will see what needs to be done, particularly in terms of the Basic Law, to try to restore confidence in Hong Kong and make possible our task of administering the territory to 1997.
