CHINESE NAMES

As you know, we have had a number of personnel changes among those dealing with Hong Kong and China both within the Department and among Under-Secretaries. Not all have been involved with Hong Kong affairs before and I am afraid you can no longer rely on your readers of telegrams back here being familiar with the players on the Chinese side.

2. I think it would be helpful if, as a rule, you could include in brackets the position and organisation of Chinese officials mentioned in telegrams. I hope this will not be too onerous: it would save a number of confused enquiries to desk officers at this end!
