in the process of drafting a composite miscellaneous pensions

amendment bill to remove inconsistencies and anomalies in the

existing pensions legislation.

The main change is to provide for service below the

age of 18

years to count as pensionable service in all

cases. At present such service counts for pension in some

cases and not in others. It is therefore proposed, on

grounds of consistency and equity, to amend the pensions

ordinances to provide that all service regardless of age

should count for pension. However, it is not intended that

this should apply retrospectively to officers who have

already left the service.

Because there is a limitation on the maximum amount

of pension one can accrue (maximum pension cannot exceed

two-thirds of highest salary) the modification is unlikely to

have any significant effect on the cost of pensions.

25.

Another amendment will provide for a more flexible

definition for "pensionable emoluments" for acting

for acting allowance

to be taken into account as pensionable emoluments where an

officer retires after performing satisfactorily in a higher

office in an acting capacity for a prolonged period, but

to that office because of the rank
